Tile With Underlayment
Ceramic tile demands a stiff base to keep the grout from cracking. Remove the toilet, then make sure the floor is tick enough. If the floor is less than 1 inch, add 1/4 to 1/2-in of cement board to build it up.
Tile Without Underlayment
If the floor is stiff enough to tile directly on the vinyl, sand or strip the floor and screw it down before tiling.
